In order to implement the spirit of the Energy Conservation Law of the People's Republic of China, the Decision of the State Council on Strengthening Energy Conservation and the Notice of the State Council on Printing and Distributing the Comprehensive Work Plan for Energy Conservation and Emission Reduction, accelerate the popularization and application of energy-saving technologies with mature technology, wide application scope and great energy-saving potential, and guide enterprises to adopt advanced and applicable new energy-saving processes, technologies and new equipment, the National Development and Reform Commission organized relevant units and experts to compile the National Key Energy Conservation Technology Promotion Catalogue (the First Batch) (hereinafter referred to as the "Catalogue") )。

Screening principles of key energy-saving technologies: first, energy-saving technologies with advanced application, wide application range and large energy-saving potential; Second, through policy support, it is expected to obtain obvious energy-saving effects; Third, more than 80% of energy-saving technologies have been popularized, and in principle, they are no longer listed in the catalog; Fourth, it does not include production process technology with obvious energy-saving effects.
The "Catalogue" is from more than 120 energy-saving technologies recommended by industry associations, local energy conservation authorities and some academicians, and finally selected 50 key energy-saving technologies after organizing expert review and soliciting opinions from relevant parties for many times. At present, the penetration rate of these technologies is as low as less than 1%, generally 30%-40%, and it is hoped that the popularization of key energy-saving technologies can be promoted and popularized in the whole society through the form of issuing the "Catalogue"
